The answer to your question is somewhat dependant on the weight you plan to carry, i.e. if you have a passenger etc. Try a range from 36 PSI to 38 PSI and see how it works.

What you are describing is a classic no load on a motor condition. Applied electrical engineering when there is little or no load on a motor it will spin at its highest design i.e. (1,200 / 1,800 /3,600) RPM.
