Yes, your side cover needs to be taken off, the starter motor bolts are fastened from the inside. Apart from the cover it is a straightforward job, the starter pinion does not have to be removed, the hole in the engine casing is big enough for it.

For the regulator you could check any Ducati dealer, they should be able to provide you the current standard Ducati regulato, however you will lose the function on your voltage ligth in your dashboard. If the fuel consumption suddenly has risen, than I suggest you check the water temp sensor of the fuel injection.
