What does this plate mean?

Hi all,

I can find nothing about these plates one of which is attached to my bike, anyone know what it is and what it means?

That plaque says something about conformity to some european regulations (ECE). E9 is Spain, E3 is Italy. Don't know what the numbers refer to.

I think the numbers give the vehicle classification related to harmonisation documents :fart:
