'89 900ss. power cuts out and engine dies while riding

Hi!
Was wondering if anyone could help or has had any experience with these issues:
My ss has a good running motor with a dellorto kit instead of the webber.
the bike runs and revs fine with good power throughout rev range but engine will die completely after a couple of minutes at sustained 4k and above riding.
i spent alot of time trouble shooting and ive ended up with the tank possibly being the culprit.
When i had the tank off i found that the return and breather pipes are partially blocked. i think it might be the tank sealer the previous owner installed and possible corrosion. i can blow air through the pipes but there is varying resistance.
will this affect the fuel pumps/systems ability to fill the float bowls to the point it's starving the carbs?
can i cut out all the pipes inside the tank and replace them with rubber lines to improve flow?
