Tabs on the Frame - What Are They for?

I haven't seen a complete Paso, so I have no idea what these tabs are for. There are two tabs on the left-side of the frame, one of them is just above the passenger footpeg bracket. The parts manual doesn't show anything mounted to these tabs, either. Anyone know what they are for?

I always thought maybe they were for California model charcoal canister or something. Just a guess. I don't recall much about the Allazura or Elephant. Maybe they were used on them if they used the same frame. Good question though.
edit: I should have said also, I purchased new and there was nothing attached there (non-cali).

I have a California bike. The paint on the frame has wear marks for something that was at one time mounted to those two eyelets???

tha`s correct. My Paso still had that canister when I got her.
