I have a chain wrench (there is a chain instead of a strap as in a strap wrench) that works bloody well. Also, a very large plumber's pipe wrench (I mean a large wrench, not a large plumber) might do the job.

As a last resort, I've heard of people ripping the exterior case off of the filter and then using a hammer and chisel to knock the base counter-clockwise to get it off..........as a last resort.
I wish you luck with it.

You could try a large hose clamp or muffler clamp and hammer on that to loosen.
