750SS sprockets

Theres one thing I'm having a hard time dealing with this bike is the gearing, it's grossly over geared at least for my use!!
It has a 14/37 sprocket combo which makes the bike happy only at high revs/speed. In low gears/slower speeds it "bogs" and "snaps" the chain. 1st gear is extremely short!
Not being a young lad anymore my wheelie, 100+ mph, knee scraping days are over (too chicken for that stuff now
) , I'm more into city/work commuting and the "slow" enjoyable rides ...
So what do u guys suggest:
1- front or rear sprocket change or change both?
2- what do you think of a 39 or 40 teeth rear sprocket with the 14 front?
3- will I need a new chain with a 14/40 combo?
