they had the same problem i did with the overly protruding instrument cluster - just does not work without the fairing. my solution was to remove the cluster and bolt instruments to the tree--
i agree with tamburinifan - tear that assy off and put a regular headlight and smaller panel (maybe from a monster?) and it would be alright!

My guess is that the bike was probably crashed years ago and then rebuild w/o fairings and all those expensive and hard to find parts.

If it stays low in price I might just take a punt and rebuild to original spec.
Personally it looks gross as it is as nothing seems to fit with bodywork gaps everywhere - it really does look like it was cobbled together with junk found in the garage.
Knowing my luck it will probabaly sell for twice the price of a standard bike which at present seems to be around the £1,300.00 price for 907's at the present, (any higher and they never hit the min' bids)
