spacer on rear axel...

Hi
Hope you can help because i don't understand ANYTHING....
I have mounted a 17" rear wheel/swing arm on my 906. It should now be same configuration as a 907 but i don't quite understand how the spacer works on the rear axel works...
If i look from the sprocket side I have the spacer ontop of the bearing, but how does the center come out and "touch" the swing arm. Right now it is the spacer that sits on top of the bearing that touches the swing arm and that can't be right...
Does this make sense - Hope somebody can help because i'm totally blank.
What happes now is that when i mount the wheel and tighten it the wheel can't turn.
See attached picture where you can see that the spacer is further out that the center.
