Sounds like the caliper piston mught be stuck on the side that is not coming out. Maybe a rebuild is in order.

There are not any specs about, "how far those pistons can come", if enough far, piston pops away from cylinder. You have one "groove" in middle of pad(disc side), so You can see from that groove, what is limit of pad! But seems, that U have to pull out all pistons and make cleaning job to Your sylinders and pistons to work, like should. How much U know about that job??? If not so much, let it to someone, who really knows, what need to do. propably have to find also new seals to calipers and surely need to know, how to get air away from system after cleaning EVERYTHING.... Anyway its not so wise to open totally caliper sides from each others. All MUST be clean, before rebuild pistons to cylinders. Seems, that only one pair of pistons are working normally and some "shit" is causing thiskind problems.... All this is only quessing, cause i havent seen closely Your systems...

caliper is touching new disc on one side
Is the offset of the new disk the same as the old disk? That may be the problem. You could shim the caliper if you need to move it a bit.
Thanks

Yes, that can be problem. I taught, that SURELY he use normal rotors, which have right offset.... Remembering, that all that time Ducatis had same offset, also many later modells, like 851/888, SS and Monsters...

if you look from front of bike at the left caliper, the disc is just clear of the left side of caliper.would shimming the front axle bolt help?

Are they the stock rotors?

Shimming it one way may make it fit on one side but cause it to be too tight on the other.

problem solved, pistons on one side of calipers were tight.meaning other side was doing most of work.when tightened axle bolt adjust right fork out a fraction then tighten lock bolts, freed up pistons and all seem ok.calipers now line up disc in centre
thanks to everyones helpful info
