I am going to check the resistance and the idle speed voltage using a different, more accurate multitester. If my results are the same or still over spec, I am going to get new coils.
I am going to apply your relay mod in any case.
Hopefully I can eliminate the electricals as being the cause, and go back to the carb.

Coil Failure?

I was able to use the stock wires on my coils. Those are the stock brackets, cut with a hacksaw and expanded for the slightly longer coils. I'm with Jon on this, since you said the voltage going to the coils is low. Do that wiring first and see if that helps it. It should be done anyway and there's a good chance it is all you need. I don't know how much voltage drop is acceptable. I imagine if you had more than 1/2 to 3/4 volt difference from battery voltage and entering the coil that could cause a problem.
