Forget looking for tires why not get wheels machined to original spec' with rims to fit modern tires they do it in the Custom Chopper Bike and Car scene.
Enough interested the lower the price.
Value? well it will keep your bike on the road with modern tires so will probably also increase it's worth?
Hubs to original spec easily achieved just send them an original front and rear to copy so all original gubbings and ratios retained.
Just an idea but then again has anyone asked about it
I know these are harley chaps but a quick google shows there are plenty of channels to investigate.

it would be a little more involved than just the wheels, but I am thinking along the same line
Ducati, making mechanics out of riders since 1946
There's no problem so bad that a little fixing can't make it worse! : )

Re: New Wheels and not 16" Tires and another alternative.
I appreciate that there may be an issue with the tire clearance and suspension height but as the frame and forks are basically the same as on the 906 which is similiar to the 907 which is rolling on 17" wheels and you are not actually increasing the wheel size I reckon it will work.
