let the plates close normally, but they must be in sync first mechanically as in measure it brother with a dial indicator or better yet by your own eye and the light of day

For sure that chip is not stock, but a custom one.
However, I don't think that's a problem.
The fuel pump cutout is working so in all our bikes.
I would check all the fuel lines.
