The nearly vertical line at approx. 3300 rpm just means, that the measuring starte there with opening the throttle.
It means nothing.

the way I read it is, someone is twisting the throttle but for some reason not much is happening at the rear wheel untill 3300...
thats what the dyno is for, to see how the motor behaves through the rev range,
on the same graph, the red line is much better, smoother power delivery from 2500,

I understand how you read the graph.
But in the lower region there, it is not correct. It is just the start of the run, where you open the throttle.

I agree with JoKing.
it's just a bad start of the graph.
when you follow the rev. axis from the start you find two values as the graph leans back and than start to climb.
the tester released the clutch, the enbgine dropped a few revs and starts pulling.
So, as JoKing said: meaningless
